The “Financial Times” reported that Huawei Technologies Co., Ltd. plans to build a chip factory in Shanghai that does not use American technology. The technology company with the largest sales in China is seeking to adopt new strategies to deal with increasingly stringent sanctions from the United States.

The report quoted people familiar with the project as saying that the plant is expected to start from the low-end 45 nanometers. According to reports, Huawei plans to manufacture 28-nanometer chips for "Internet of Things" equipment by the end of 2021, and 20-nanometer chips for 5G telecommunications equipment by the end of 2022.

According to reports, Huawei has no experience in manufacturing chips, and the plant will be operated by the Shanghai Integrated Circuit R&D Center, a research company supported by the Shanghai Municipal Government.

China has clarified the path towards a higher self-sufficiency rate in its new five-year plan, expressing its commitment to developing its own core technology, saying that it cannot rely on buying from other places.
